The tentative agenda for the meeting is below the directions.  The meeting is at 7:30 p.m. in the conference room of the Law Office of Richard S. Powell, 500 W. Santa Ana Blvd., Ste. 350, Santa Ana, CA 92701, Phone: 714/541-3007.  This is on the southeast corner of Santa Ana Blvd. and Ross.  Parking is in the parking structure behind the building, and is free in the evenings.  Park on level 4A of the structure, where there is a door from the structure into the 3rd floor of the building (you go through the door from the parking structure, up a short flight of steps, and through another door into the building).  The office is on the right, near the end of the hall you enter through the door.

Driving directions:

From I-5 southbound:  Take the Broadway offramp, which will take you to Broadway southbound.  Continue on Broadway to Santa Ana Blvd., turn right, go about a block, and turn left onto Ross.  Turn right onto 3rd St. (the first available right turn), and then turn right into the first parking structure.  Go up several levels to section 4A, park, and enter the building from there.

From I-5 northbound:  Take the offramp for Grand and Santa Ana Blvd.  Turn left on Grand, go under the freeway, and turn right immediately on Santa Ana Blvd.  Follow it about 1/2 mile to Ross.  Turn left onto Ross.  Turn right onto 3rd St. (the first available right turn), and then turn right into the first parking structure.  Go up several levels to section 4A, park, and enter the building from there.

Please contact Barbara Toy (btoy@cox.net or 714/606-1825) if you have any questions about the meeting or need further directions.  If you find that the door into the building is locked, please call my cellphone, or wait a few minutes - I'll have someone check the door periodically.

We look forward to seeing you!  And here's the tentative agenda:

OCA Dark Sky Group

Proposed Agenda for Initial Meeting  3-23-05

Introductions

Questions for discussion:

o       What do the members want from the group?

o       What do the members want the group to accomplish?

o       What do the members want from the meetings?  How often should we have them?

o       What can we do to get more club members actively involved in protecting/improving our night skies?

o       Other areas of concern?

Possible areas for our initial focus:

  • Tactics for dealing with neighbors on light pollution/light trespass issues.

  • Work with developers to get them to use/mandate full cut-off lights for all outside lighting, other standards to protect the night sky.  This would require:

¬ß         Determining the characteristics of fixtures we want them to use (the IDA site should help).

¬ß         Determining what standards we want them to adopt (e.g. for CC&R's for individual developments).

¬ß         Determining which developers we would want to start with, and how we can identify and reach the people in the company who make the decisions on lighting matters.

  • Work with local governmental entities to adopt/enforce outdoor lighting ordinances.

¬ß         Riverside County:  Work to enforce/strengthen the ordinance establishing the Palomar Protected Zone.

¬ß         Orange County:  Determine what cities we would want to start with, what standards we want them to adopt.  IDA's Model Lighting Ordinance could be a model.

o       Work with particular businesses/HOA's/other entities to improve their outside lighting.

o       Other suggestions?
